A lot of people go to the panchayat and simply say, “We need work.” Then they wait for weeks, and at the end there is no proof that they ever asked. That is the most common mistake.
The law is clear: you must be given work within 15 days of asking for it. If you are not, you are entitled to an unemployment allowance. But that right only helps you if you can show when you asked.
1. Always ask in writing
A plain sheet of paper is fine, as long as it has your name, job card number, village and panchayat, how many days of work you want, and from what date. To make it easier we have a work demand form – fill it in and print it.
2. Get a dated receipt
When you hand in the application, ask the panchayat for a receipt with the date on it. Our form has a receipt slip at the bottom. Giving a receipt is the panchayat’s duty; if they refuse, hand it in in front of a witness and keep a photo of it on your phone.
3. Count 15 days
Count 15 days from the date on the receipt. If you get work in that time, good. Remember that a state may pause the scheme for up to 60 days during the busy farming season – ask the panchayat whether the 15-day count applies during that period.
4. Apply for the allowance
If no work comes within 15 days, write to the block programme officer asking for the unemployment allowance, and attach a copy of your receipt. The amount is set by your state’s rules.
5. If nobody listens
Raise it at the Gram Sabha and get it recorded in the social audit, which is held every six months. You can also complain at the district level. Wherever you go, take a copy of your receipt – it is your strongest piece of evidence.
Once you do get work, keep an eye on attendance and payments too: checking attendance and when your money should arrive.
